Hong Kong’s airport is nearing capacity, whilst passenger numbers continue to rise. The Airport Authority (AAHK) has drawn up a comprehensive master plan and proposes to construct a new runway to meet increasing demand.

Waters Economics acted as Specialist Advisor to AAHK on the economics of airport expansion and the potential use of Cost benefit analysis (CBA) to ascertain the impact of a new runway.

Waters Economics provided advice on international best practice of CBA, state-of-the-art guidelines adopted in other jurisdictions, valuation techniques and the use of CBA in similar projects in Asia and around the world. This also included a peer review of other specialist advisors’ work to advise the AAHK on an appropriate way forward.
